IP/ASN Registration Guideline

Viet Nam Internet Network Information Center (VNNIC) is the National Internet Registry (NIR) of Viet Nam, responsible for the management, allocation, and assignment of IP addresses and Autonomous System Numbers (ASNs) to agencies, organizations, and enterprises in Viet Nam.

Agencies, organizations, and enterprises that need to register IP addresses and ASNs shall submit their applications to VNNIC via the online system. The registration and use of IP addresses and ASNs in Viet Nam shall be conducted in accordance with the following principles and guidelines:

  1. Eligible entities for allocation and assignment of Internet addresses

a) Agencies, organizations, and enterprises that need to establish networks connected to the Internet are entitled to request the allocation and assignment of Internet Addresses for internal use, or for re-assignment to customers in the provision of telecommunications services;

b) Agencies, organizations, and enterprises that wish to be allocated and assigned an IPv4 address from the pool of IPv4 addresses recovered following return or revocation, as published/listed by the Ministry of Science and Technology (Viet Nam Internet Network Information Center – VNNIC);

c) Agencies, organizations, and enterprises changing the registered holder name in the cases prescribed in Clause 5, Article 17 of Decree No. 147/2024/ND-CP;

d) Agencies, organizations, and enterprises receiving Internet addresses or network identifiers from international organizations.

  1. Principles for allocation and assignment of Internet addresses and ASNs

a) First come, first served (according to the order of receipt);

b) The allocation and assignment of Internet addresses and ASNs shall be aligned with the allocation and assignment policies prescribed by the Asia Pacific Network Information Centre (APNIC), the Regional Internet Registry (RIR) for the Asia–Pacific region;

c) Internet Addresses that are recovered, revoked, or voluntarily returned by agencies, organizations, or enterprises shall be reissued in accordance with the first-come, first-served principle and based on demonstrated need and readiness for immediate deployment of the requested address block. Such need/readiness shall be evidenced by the applicant either (i) having no Internet Number Resources currently in use, or (ii) having already utilized at least 80% of the address blocks previously allocated/assigned.

The Ministry of Science and Technology (Vietnam Internet Network Information Center – VNNIC) will publish information on available address blocks and the opening time for accepting applications for reallocation/reassignment at here

d) Vietnamese agencies, organizations, and enterprises that obtain Internet Addresses and/or ASNs from international organizations shall report to the Ministry of Science and Technology (Vietnam Internet Network Information Center – VNNIC) for inclusion of such resources in the Ministry’s national management registry/inventory. In accordance with applicable regulations, Internet Number Resources and ASNs brought into Vietnam shall be recognized as Vietnam Internet Number Resources and shall be administered, allocated, and assigned by the Ministry of Science and Technology.

  1. ASN registration

Agencies, organizations, and enterprises that have been allocated/assigned Internet Addresses are eligible to apply for an Autonomous System Number (ASN). Where an applicant requests an ASN, the Ministry of Science and Technology shall rely on the dossier and information already submitted during the Internet Number Resources registration process to process and assign the ASN.
